The Requirements for the ‘Business Manager’ Status of Residence Have Been Tightened

Today (October 16), the amendment to the Ministerial Ordinance of the Ministry of Justice, which sets the permission criteria for the “Business Manager” status of residence for foreign nationals starting a business in Japan, has come into effect.
The changes include the following:
- Raising the required capital or total investment to 30 million yen or more (six times the previous requirement of 5 million yen)
- Requiring the applicant to have a master’s degree or higher related to business management or the relevant business field, or at least three years of management experience
- Requiring the employment of at least one full-time employee
- Requiring either the applicant or the full-time employee to possess an adequate level of Japanese-language proficiency
For applications accepted by the Immigration Services Agency for the “Business Manager” status of residence on or before October 15, 2025, a grace period for the application of the new requirements will be provided until October 16, 2028 (three years).
Regarding the Amendment to the Ministerial Ordinance on Landing Permission Standards, etc. for the “Business Manager” Status of Residence (Japanese only, Immigration Services Agency)
